Quarterly Enforcement Report

Per request in the August CSC meeting, please see summary of violations found within the community for the quarter attached to this email.

Indoor Air and Weatherization Subcommittee

During June’s meeting, the Indoor Air and Weatherization Subcommittee discussed updates on Indoor Air Quality (IAQ) rollout valley-wide and Stockton. The group also identified outreach solutions for IAQ rollout. The next meeting is scheduled for Tuesday, August 22 at 4 pm.

Outreach Subcommittee

During June’s meeting, the Outreach Subcommittee discussed Residential Air Filtration program and outreach opportunities. The group also discussed wildfire outreach strategies and brainstormed some ideas for working with community members. The next meeting is scheduled for Friday, August 18 at 2 pm to discuss back to school outreach strategies.

Truck Project Plan

There was great feedback in the last CSC meeting on the Truck Project Plan. The District sent out an email on August 10th sharing additional information for you all to review to solicit any questions or additional feedback you may have (attached to this email). As discussed in the meeting, we will plan to look for support to submit this project plan during the September CSC meeting. Hello Stockton CSC members,

Folks were absolutely right at last week’s CSC meeting that we needed to provide some more complete information to you all about our public process to update the Community Air Protection Blueprint document (in other words, the “Blueprint 2.0” draft). With that in mind I wanted to relay what that process looks like, detail when and how you’ll have opportunities to participate and provide comments, and to provide some additional context on what the Blueprint is and why it’s directly important for the work you’ve all been doing in Stockton.

As background, the Blueprint is basically our overall guidance document for everything relating to AB 617 and the Community Air Protection Program. We outline policies/guidance for ourselves as the implementing State agency, and we also provide guidance to air districts as well as other participating groups and individuals like yourselves. The current Blueprint contains a lot of broad ideas and guidance that have informed how we and the air districts generally approach the Program, structure the steering committees, make community recommendations, direct incentives, and a lot more besides. As I’ve mentioned at recent CSC meetings, we’re currently in the middle of a public process to update this Blueprint to the “Blueprint 2.0.” We’re aiming to do quite a few new and different things with the update, but broadly we’re focusing on centering equity, environmental justice, and civil rights as well as steering the overall Program towards more funding transparency and encouraging more participatory budgeting. Also, one aspect I think will interest folks in the Stockton CSC in particular is a specific focus on reinforcing commitments to implement the strategies contained in approved CERPs beyond the initially-proposed five-year implementation period.

Next I’ll go over what our public process is looking like: we released an initial draft the Blueprint 2.0 in two parts – Part 1 (consisting mostly of high concepts and broad goals) and Part 2 (more detailed guidance on actual Program implementation) – in June, and we were accepting comments up to July 31st through our Blueprint 2.0 webpage. Even though that public comment period is closed, you can reach out to me directly with comments at kyle.goff@arb.ca.gov, and I can make sure the team here receives them and takes them into consideration as they continue to go through all the comments received so far.

Our public process isn’t yet done, though. We’ll be going to our Board to seek their approval to publish the Blueprint 2.0, and we’ll be posting a final draft of it 30 days in advance of that public Board hearing – you’ll have another opportunity to provide public comments to that version, as well as to have your voice heard at the Board hearing itself. We were originally planning to go the Board in September, but we’ve very recently made the decision to delay a bit and instead present to our Board at their October 26th meeting, meaning we’ll be publishing the final draft version roughly in the last week of September for that 30-day public comment period.
