Stockton CSC: December Update

Hello Stockton CSC,

As we discussed in November’s meeting, our next CSC meeting will be Wednesday, January 3, 2024. Please see below for few updates we’d like to share with the CSC for this month. Wish you all a Happy Holiday and New Year!!

Outreach

In the last month, the District has attended multiple events in the Stockton AB 617 community, where District staff has helped over 250 residents apply for a free air purifier through the AB 617 Clean Air Rooms Program.

There is still funding available in the Clean Air Rooms Program for Stockton AB 617 community residents, so please continue to encourage your friends, family, and neighbors to apply. The District is sharing the message below on behalf of the California Air Resources Board (CARB).

Update #1: Blueprint 2.0 Final Draft

At its October 26, 2023 meeting, the CARB governing board approved the adoption of the Community Air Protection Program Blueprint 2.0. The Final Draft Blueprint 2.0 serves as CARB staff’s proposed five-year Statewide Strategy and strategy implementation guidance to reduce emissions of toxic air contaminants and criteria air pollutants in communities affected by a high cumulative exposure burden. Blueprint 2.0 is significantly informed by The People’s Blueprint, which was developed by environmental justice leaders, and recommends an equity-centered approach to implement the Program. Update #2: Community Air Grants

CARB will announce the award recipients for the Cycle 4 Community Air Grants, totaling $10 million. The Community Air Grants Program is part of California Climate Investments, a statewide initiative that puts billions of cap-and-trade dollars to work, particularly in disadvantaged communities. Update #3: CARB's Clean Truck Check Outreach Kit

Clean Truck Check ensures heavy-duty vehicles operating in California are well-maintained and repaired quickly when needed to reduce emissions and improve public health statewide. The program includes nearly all non-gasoline vehicles with a gross vehicle weight rating over 14,000 pounds GVWR that operate in California, including both in-state and out-of-state registered vehicles, public vehicles, trucks, buses, personal vehicles, California-registered motorhomes, agricultural vehicles, and those in single vehicle fleets.

California Air Resources Board (CARB) recently launched a digital outreach kit to help increase awareness of Clean Truck Check. The outreach kit is a comprehensive resource designed to educate heavy-duty owners and operators about the reporting and compliance fee requirements and future deadlines.

The outreach kit includes a sample feature article that provides an overview of Clean Truck Check and corresponding infographics. CARB appreciates your help sharing this information through your organization's newsletter, website, and social media platforms to create more awareness within your networks.

Update #4: CARB Public Comment Letter on New Stockton Warehouse Project

CARB’s Transportation and Toxics Division submitted a public comment letter on a Draft Environmental Impact Report for a new warehouse project in the Stockton community. You can access the comment letter here.
