Hello Stockton CSC,
Due to our impacted August meeting agenda, please see below for subcommittee and agency standing updates.
General CERP Update
During August’s CSC meeting, the District and SUSD Chief Business Official (CBO) shared an update that the final step in the application for electric school buses was for SUSD staff to bring the item to the SUSD Board for approval. During the August 9th SUSD Board Meeting, the SUSD Governing Board adopted the resolution to allow the CBO to accept grant funding for 10 electric school buses. See here for agenda item details: http://go.boarddocs.com/ca/susd/Board.nsf/goto?open&id=CGWUJ87BE8EE. The District will update the committee when buses are acquired to start supporting cleaner commutes for children in the Stockton community.
Subcommittee Updates
Trees Subcommittee
During July’s meeting, the Trees Subcommittee reviewed the draft Vegetative Barriers Request for Proposal and recommended to move the RFP forward to the entire CSC for full approval. During the August CSC meeting, CSC members supported releasing the Vegetation Barriers RFP to begin soliciting an entity to implement the program. The District will release the Vegetative Barriers RFP shortly and will notify the CSC once it’s open. The next Trees Subcommittee will be scheduled once the solicitations for the Urban Greening and Vegetative Barriers Programs have closed to begin the process of reviewing applications.
Indoor Air and Weatherization Subcommittee
During July’s meeting, the Indoor Air and Weatherization Subcommittee heard updates on the District’s Clean Air Room Pilot Program and discussed aspects of the program that could be implemented in the development of the Stockton AB 617-specific Residential Air Filtration Program. The District is working to draft a Project Plan for the subcommittee’s review. The next meeting is scheduled for Tuesday, September 27 at 4 pm to continue discussing partnerships with CBOs with similar resources and program eligibility criteria.
Outreach Subcommittee
During the last meeting, the Outreach Subcommittee brainstormed some ideas for the development of framework for in-person outreach. The group is also planning to start conversations on how to collaborate and support other subcommittee outreach efforts as they develop and implement outreach strategies. The next meeting is scheduled for Friday, August 19 at 2 pm.
HABs Subcommittee
During August’s meeting, the HABs Subcommittee discussed results from Restore the Delta’s recent water sampling efforts. Haley Plaas, a PhD student from University of North Carolina at Chapel Hill, presented on a study she is conducting to understand if algae toxins from the Bay Delta are impacting air quality. See here for information on this project: https://storymaps.arcgis.com/stories/17108f6d7f2f43398fa32bd4db389f4f.
EV Mechanic Training Subcommittee
The EVMT subcommittee met on 7/28 to discuss a proposed recommendation to allocate the $150,000 measure to provide staff support for ValleyCAN to institute their 40 hours Introductory Course to Electric Vehicle Maintenance program in San Joaquin Delta College's course curriculum, for the long-term implementation of the class. There were proposed amendments to include more focused outreach and marketing to reach residents of the AB617 boundary area.
HD Trucks Subcommittee
During August’s meeting, the HD Trucks Subcommittee discussed possible outreach partnerships with the community and outreach options to prioritize individual truckers and small trucking companies. During the next meeting, we will follow up on specific questions brought up during August’s meeting, including funding eligibility and potential to use funds for targeted outreach efforts. The next meeting is scheduled for Tuesday, September 13 at 4 pm.
Regulatory & Enforcement Subcommittee
During July’s meeting, the R+E Subcommittee discussed a potential timeline for discussing CSC topics of interest (from the April kickoff meeting), prioritizing by order of emissions in the community. The Subcommittee provided feedback and edits to the timeline and will plan to discuss on-road mobile sources at the next meeting, which will be rescheduled to early September (from August 25th) to allow time for co-lead and partners to prepare for the meeting.
